Brown the Beef: In a skillet, cook ground beef until browned. Drain any fat and set aside.
Load the Crockpot: Add diced potatoes, carrots, celery, and onion to the Crockpot. Place browned beef on top of the vegetables.
Add Seasonings and Broth: Sprinkle garlic, thyme, salt, and pepper over the ingredients. Pour in broth to cover.
Slow Cook: Set Crockpot on low for 6-8 hours, or until potatoes and vegetables are tender.
Stir in Cream: About 30 minutes before serving, add heavy cream and stir well.
Serve: Garnish with parsley or chives and enjoy with warm bread or a salad.
